Our Experience
MGC Contractors, Inc. is an Arizona Corporation having operated within Phoenix, AZ continuously since 1982. MGC Contractors, Inc. was preceded by MGC Contracting, Ltd., which began business in the Valley in 1974 and for nearly 50 years, our company has been a water industry leader. We specialize in all forms of water and wastewater general contracting including Job Order Contracting, Construction Manager at Risk, Design-Bid-Build, and Design-Build throughout Arizona, Texas, Utah, and New Mexico.

- MGC has developed a team of highly qualified employees and a large pool of quality subcontractors, suppliers, and small business enterprises through our extensive experience in water construction. Our team will provide high quality craftsmanship on all of our projects as we have for nearly 50 years.

Randy Gates
Chief Executive Officer
Randy Gates brings deep industry knowledge and leadership to his role as Chief Executive Officer of MGC Contractors. He began his career in the water and wastewater industry as a teenager, working in his family’s plumbing business, and joined MGC in 1995. Supported by a Bachelor’s Degree in Construction Management, Randy takes a hands-on approach to every project, driving operational excellence from planning through execution.

Mike Panter
President
Mike Panter has been a key part of MGC Contractors since 2001 and currently serves as President. He holds an Associate’s Degree in Architecture and a Bachelor’s Degree in Construction Management. Mike is known for his strong leadership and construction expertise, guiding teams to deliver high-quality, on-time projects and building lasting relationships with clients.

Doug Hoopes
Executive Vice President,
Chief Operations Officer
Doug Hoopes began his career as a Mechanical Foreman and first joined MGC Contractors in 1997. After a brief time away, he returned in 2012 and has been with the company since. He has progressed from General Superintendent to his current role, bringing hands-on expertise and leadership to every level of the organization. Doug takes great pride in MGC’s ability to respond swiftly and safely to client needs and remains deeply connected to field operations.

Greg Beetem
Executive Vice President
Greg Beetem began his career in the water industry after earning his Bachelor’s Degree in Mechanical Engineering. Since joining MGC Contractors in 2004 as a Project Engineer, he has advanced to his current position as Executive Vice President. Greg thrives on his ability to lead construction teams to results that clients depend on.

Dave Miller
Chief Financial Officer
Dave Miller joined MGC Contractors in 2021, bringing deep experience as a financial professional and CFO in the construction industry. He holds a Bachelor’s Degree in Accounting and several credentials including Certified Construction Industry Financial Professional (CCIFP), Certified Treasury Professional (CTP), and Construction Risk and Insurance Specialist (CRIS). Dave’s expertise in financial management and risk mitigation makes him a valuable asset to MGC’s leadership team.

Kirby Anderson, DBIA
Chief Strategic Officer
Kirby Anderson has been with MGC Contractors since 2008. He holds a Bachelor’s Degree in Construction Engineering and is a Designated Design-Build Professional through the Design-Build Institute of America (DBIA). Kirby supports the success of MGC, our employees, and our clients across all phases of project delivery – from concept to closeout.

Aubrey Roumo
Senior Vice President, AZ
Aubrey Roumo began his career as a plant designer and joined MGC Contractors in 1997. After a brief time away, he returned in 2015 and has been a valued member of the team since. He holds a Bachelor’s Degree in Mechanical Engineering from Prairie View A&M University. Aubrey brings extensive expertise in a range of project delivery methods, including Design-Bid-Build, Design-Build, Construction Manager at Risk (CMAR), and Job Order Contracting (JOC). His practical experience and technical insight allow him to guide projects smoothly from initial concept through final construction.

Kevin Little
Senior Vice President, TX
Kevin Little has been with MGC Contractors since 2019 and brings leadership, expertise, and strong communication skills developed over decades in the water and wastewater industry across the southern United States. He holds a Bachelor of Science in Civil Engineering from the University of Houston. His deep understanding of plans and specifications ensures projects are delivered with maximum value.

Todd Hansen
Vice President, Project Management, AZ
Todd Hansen has been with MGC Contractors since 2011. He began his career in the field and advanced to Project Superintendent before moving into project management. Now serving as Vice President of Project Management, Todd’s combined field and management experience supports effective communication and successful execution across all projects.

JP Bourgogne
Vice President, Field Operations, AZ
JP Bourgogne has been with MGC Contractors during two key periods in his career – first from 1997 to 2002, and again from 2015 to the present. He began as a Mechanical Foreman and has advanced through roles, including Superintendent, to his current position. JP focuses on ensuring MGC’s jobs are safe, high quality, and completed on time.

Matt Olsen
Vice President, Project Management, TX
Matt Olsen started his career in the water industry in 2011 after earning a Bachelor’s Degree in Construction Management from Colorado State University. Matt spent the early years of his career managing projects in Colorado and Tennessee before joining the MGC team in Texas in 2014. Matt’s hands-on knowledge of the work and his ability to collaborate, both internally and externally, with project stakeholders are what make him a valuable member of the MGC team. He is a driven leader who excels at building high-performing teams to take on the most complex projects in the industry.

Bryan Forster
Projects Director, AZ
Bryan Forster joined MGC Contractors in 2012 and holds a Bachelor’s Degree in Construction Management from Western Nevada College. He plays a key role in project success through strong leadership and communication, ensuring alignment across teams, clients, and stakeholders. Bryan brings extensive construction knowledge and certifications in scheduling, safety, and project coordination, contributing valuable insight to every stage of project delivery.

Aron Soto
Projects Director, TX
Aron Soto began his career with MGC Contractors in 2012 as a Project Engineer after earning a Bachelor’s Degree in Civil Engineering from Texas A&M–Kingsville. Now serving as Projects Director, Aron is a skilled leader and problem-solver with a strong command of budget and schedule management.

Jeff Audilett
Operations Director, AZ
Jeff Audilett first joined MGC Contractors in 2004 and, after some time away, returned in 2015. He began his career as an Equipment Operator and advanced through roles including Foreman to his current position. Jeff’s leadership is defined by his strong commitment to safety, production, and quality on every project.

Shayne Mcneil
Operations Director, AZ
Shayne McNeil joined MGC Contractors in 2004 and has advanced from Carpenter Apprentice to eventually becoming Operations Director. He also previously worked at MGC from 1999 to 2000 as a Concrete Foreman and Operator. Shayne is a seasoned expert in concrete construction, including specialized work on pre-stressed water reservoirs (D110 Type 1).

David Fagerstrom
Preconstruction Manager
David Fagerstrom joined MGC Contractors in 2024 and holds a Bachelor’s Degree in Construction Management. He has held multiple leadership positions in the industry and is experienced across all project delivery types. David’s proactive approach provides great value by resolving challenges early in the project lifecycle.

Chuck O'Conner
Vice President, Field Operations
Chuck O’Conner has been with MGC Contractors since 1995 and now serves as Vice President, Field Operations. Known for his strong leadership and deep understanding of infrastructure systems, Chuck is passionate about mentoring field teams and ensuring construction efforts meet the highest standards of safety, quality, and reliability.
